    When Umno was successful during Mahathir’s era, the success was attributed to Umno, but when controversies emerged, the blame is consigned to the former premier.

          UMNO has deep pockets to fire on all four cylinders. Months of discrediting Tun Mahathir hasn’t worked. Now all of sudden the RCI becomes a convenient tool and they will realise these will backfire too but at a huge cost. On a contrary impacts will be reverse. It would nit be a surprise if public institutions be used to coerce, delay or even derail oppositions’ activities. Despite having the electoral system in their favour UMNO lacks the self confidence. Short of removing peoples right to vote or even the entire voting system UMNO is running out of ideas. This reflects the entire DNA of UMNO where they find very difficult to play clean and fair game. Bad habits of public abuse and lies are so obvious. It is no wonder prominent public figures are starting to question the motives. Expect more of these as panic becomes desperation.

      The Port Klang Free Zone (PKFZ) started during Mahathir’s term, developed during Abdullah Ahmad Badawi’s tenure and finally completed under Najib Razak. Major efforts were made to cover up the scandal and prevent publication of the sordid facts which made it the biggest financial scandal until the emergence of 1Malaysia Development Bhd (1MDB).

      It took a courageous transport minister, Ong Tee Keat, to convince the cabinet to commission an independent investigation. The voluminous report by PriceWaterhouseCoopers (PwC) must now be gathering dust in the filing cabinet at the Port Klang Authority (PKA).

      As if the authorities were keen in nailing the culprits, flurries of activities were initiated in the aftermath of the PwC report. A task force headed by Skrine & Co lawyers Vinayak Pradhan and Lim Chee Wee was set up to look at the criminal elements in the case.

      A Committee of Corporate Governance co-headed by the then Transparency International Malaysia president Paul Low and Malaysian Institute of Accountants president Nik Mohd Hasyudeen Yusoff was also set up. The former also drew up the PKA’s whistleblowers’ policy.

      The Transport Ministry set up an executive committee headed by the then PKA chairperson Lee Hwa Beng and finally, an 11-man “Super Task Force” headed by the then chief secretary to the government Mohd Sidek Hassan.

      The contents of the PwC report provided several gems of mismanagement, misuse and abuse of power and money, and criminal offences. A confidential dossier on the probable and possible offences was present to Najib by lawyers acting for PKA.

      Najib appointed Mohd Sidek’s “Super Task Force” to inquire into the dossier but nothing came of it. He retired soon after and nothing was heard from his successor or any of the other members.

      Coincidentally, Mohd Sidek is currently chairing the RCI on the forex losses.

      Charges were brought against several people including two past transport ministers – Ling Liong Sik and Chan Kong Choy. All were cleared of wrongdoing.

      So, where did the money go? The government guaranteed and gave letters of support for the bonds issued to the turnkey contractor of the project – Kuala Dimensi Sdn Bhd. Why was it done? Do ministers have the power to commit the country by issuing such letters without cabinet approval.

And the Kedah Sultan has a family lineage of over a thousand years.

          He has been angry, dissatisfied about his position in life (a lowly creature “Ang”) all along, he has been having endless anxieties and frustration that he has gone mad – diagnosed with schizophrenia.       While it is true that both Bank Negara’s foreign exchange losses and 1MDB’s losses due to theft are of the same order of around RM30 billion, it is wrong to say that 1MDB’s losses are paper losses and will be recovered. And there are other important differences between the two.

      Perhaps some of the stolen money, which the US Department of Justice (DOJ) estimates at US$4.5 billion (RM19.35 billion), can be recovered, but only if action by shareholders of 1MDB, the Minister of Finance Inc, effectively the government, does something now. But that is not forthcoming.

      Press reports quoting the auditor-general’s report on 1MDB, which has been blatantly classified as a secret under the Official Secrets Act so that its contents cannot be publicly disclosed, say that US$7 billion (RM30.1 billion at an exchange rate of 4.3 ringgit to one US dollar) cannot be accounted for.

      That is quite close to the RM31.5 billion forex losses incurred by Bank Negara between 1991 and 1994 as disclosed to the Royal Commission of Inquiry now investigating the forex losses. However, this does not take into account other real losses incurred such as bond overpricing, overpayment for assets, overpayment to advisors, etc, which easily will come to at least RM10 billion, taking the overall loss to over RM40 billion. Here is one estimate of how much 1MDB could have lost.

      For a comparison of the two large losses – RM31.5 billion for forex and over RM40 billion for 1MDB, it is necessary to look first at the nature of the forex loss.

      Let’s be clear about the forex loss – it was known for a long time that it came about because Bank Negara was engaged in speculative currency trading – not diversifying its currency holdings but taking positions. That means it effectively increased its exposure to certain currencies by much more than its actual holdings of the currency.

      It lost its bets – it was effectively gambling, something central banks should not do – and when it closed off its positions, it incurred massive losses of RM31.5 billion over a period of three to four years. Some of the details, as revealed by Bank Negara’s counsel at the RCI hearings, were put under the OSA so that it could not be publicly revealed to hide the true extent of the losses. And yes, this was done during Dr Mahathir Mohamad’s time as prime minister.

      So, it is correct to say that both Mahathir and Najib Razak used the OSA to hide severe losses incurred by government entities so as to stay in power. The RCI surfaces because Mahathir has moved from Umno to the opposition with his declared paramount aim of removing Najib as prime minister.

      It is also reasonable to assume that Mahathir actually approved the forex trading/gambling by Bank Negara, especially in the light of his widely reported statements at that time supporting “active” foreign exchange intervention by the central bank as well as the fact that the two most responsible for it, then Bank Negara governor Jaffar Hussein and the adviser in charge of forex trading Nor Mohamed Yakcop, were not brought to account for their actions.

      The forex losses arose out of a desire to make money for the country even if it were by highly irresponsible and irregular speculative activiti FCes bordering on gambling by a central bank. Never before or since has a central bank engaged in such activities and made such losses.

    Whenever I hear the words RCI I am reminded that we need an RCI on the most pressing problem we have today, and that is 1MDB. And on why MO1 is covering up the theft of billions of dollars, much of which went into his personal bank accounts.

      RM2.6 billion went into his personal bank account. But the amount identified by DoJ as “misappropriation of 1MDB funds and money laundering” thus far is US$4.5 billion = about RM20 billion.

      A large part of the RM20 billion went to his stepson for buying assets that DoJ is taking seizure action in court.

      Nice being a step. Never mind about being the son of a gun.

      An RCI is to find the culprits and recommend action to be taken by the Attorney General.

      Since AG Apandi said there has been no wrongdoing on or connected with 1MDB – despite DoJ having hundreds of pages of evidence (the recent asset seizure court action has 251 pages) on “misappropriation of 1MDB funds and money laundering” – the AG needs to replaced first.

      Since Apandi was appointed by Najib, Najib has to be toppled first – ar Pru14.

            It was the kind of sign that humiliated Chinese during the semi-colonial era before 1949. Signs in foreign-run concession areas would sometimes say: “No Dogs and Chinese allowed.”

            Those days are long over.

            But there are certain places that continue to be restricted for Chinese. And I happen to be smack dab in the middle of one. Our office is in what is called the Qijiayuan Diplomatic Compound. It no longer is just for diplomats. While there are some diplomatic missions here, any foreigner with some currency can rent, I believe. At the gates, People’s Armed Police guards stand smartly at attention. They often stop Chinese and ask for identity cards to see if they indeed have jobs here or are part of families residing here.

      Yet Najib tried to sideline the NEP that was designed to bridge the gap between the 23% Chinese who are the richest community and the Malays and the Bumiputeras of Sabah and Sarawak, who are about 70% of the population of the country. The Malays and the Bumiputeras should vote Najib and Umno/Bn out at the next elections.

    All three policy visions have also been faced with specific challenges — the NEP with the challenge of social re-engineering of Malaysian society and uplifting the majority out of poverty; Wawasan 2020 had to cope with the vagaries of the Asian Financial Crisis in 1998, which Malaysia resolved without going cap-in-hand to the IMF for standby loans, and a policy, which Dr Mahathir maintains, the West failed to acknowledge and emulate; and the Najib government with its New Economic Policy thrust and TN50 vision has had to cope with the impact of the 2008 global financial crisis, which affected Malaysia like any other economy.

    Renewal and reinvention have sustained the vitality of the Malaysian economy since independence in 1957, shifting from an agri-based to import-substitution and export-oriented industrialisation, then to private sector-led diversification and to a more knowledge-based economy embracing technology. But, the challenges have also been difficult, especially with the introduction of the Goods and Services Tax to diversify the revenue base of the government to reduce the budget deficit, especially in an era of low commodity prices.

            Those days are long over.
            But there are certain places that continue to be restricted for Chinese. And I happen to be smack dab in the middle of one. Our office is in what is called the Qijiayuan Diplomatic Compound. It no longer is just for diplomats. While there are some diplomatic missions here, any foreigner with some currency can rent, I believe. At the gates, People’s Armed Police guards stand smartly at attention. They often stop Chinese and ask for identity cards to see if they indeed have jobs here or are part of families residing here.
