Empowering Bahasa Malaysia
IT WAS a storm in a teacup. The 23 doctors at the centre of the controversy could have been required to sit for and pass the Bahasa Malaysia paper of the Sijil Pelajaran Malaysia (SPM) right at the outset before they were hired on a contractual basis. They should not have been allowed any waiver.
It is true that when an exemption is made in one particular instance, it would encourage others to seek waivers. It would, even in the medium term, undermine the position of Bahasa Malaysia as the official language. In this regard, the Cabinet did the right thing in reiterating a pass in Bahasa Malaysia as a pre-requisite for all appointments in the public sector.
This does not mean that those in the private sector need not know Bahasa. It is sometimes forgotten that Bahasa Malaysia is not just the official language but it is also the national language. Simply put, it is the language that all Malaysians should be able to use. After all, it is the language associated with Malaysian citizenship. From a socio-cultural perspective, it is what distinguishes a Malaysian national.
What this means is that Bahasa Malaysia should be used more widely in the private sector. There is no need for any legislation. It would be counter-productive.
Those who are in the upper echelons of big, established companies should whenever it is feasible communicate in Bahasa. I am often appalled at the reluctance of some corporate figures to speak in Bahasa over television for instance when they are in fact talking to the general public in a Bahasa Malaysia news programme in which the use of the national language would have been logical. What makes it worse is that the English that they insist upon using is sometimes so atrocious that it makes you cringe.
This is in a sense a reflection of a certain attitude towards English and Bahasa within a significant segment of our society. English is associated with status and prestige. It is the language of elite power. Bahasa Malaysia in contrast may be the national and official language but does not command the awe and aura that English exudes.
There are many reasons that explain this attitude. Apart from our British colonial background and the dominant role of English in the global arena today, it is an irrefutable fact that English has been the definitive language of the upper stratum of the economy, of politics, of public administration, of education, of social life for decades.
Bahasa maybe more widely spoken today especially in the lower and middle levels of society than 60 years ago, but it lacks economic clout and is not the conduit for the generation of scientific and technological knowledge.
What has compounded the challenge facing Bahasa is the attitude and inclination of a large portion of the Malay elite itself. They have very little pride in the Malay language. Some do not even speak it well. Their knowledge of the language, its inherent beauty and its accomplishments, is woefully limited. Add to this the negative attitude and orientation of such a big section of the non-Malay elites who show hardly any appreciation of, or empathy for, Malay. This is why academics like Khoo Kay Kim, Teo Kok Seong and Lim Swee Tin are the exception.
And yet a strong bond with the Malay language is vital for the future of our nation. When the non-Malay population identifies wholeheartedly with the language, their psychological and emotional acceptance by the Malays will reach a more profound level. Witness the non-Malay- Malay relationship in Kelantan as a case in point.
Likewise, if Malay becomes a more effective medium of communication among all communities, cultural and social interaction will become more meaningful and more substantive. Interaction of this sort will be conducive for the emergence of a more united and cohesive society.
Of course, language by itself, any language, will not guarantee inter-ethnic harmony. It is when justice and fairness, care and compassion and respect for the dignity of each and every community, become living values that permeate the social fabric that we will have a truly united nation. It is a mission that we Malaysians should dedicate ourselves to as we approach our 60th birthday.

It may be worthwhile to examine the context of this issue, and discuss the role of language in our social and political fabric.
Malaysia is quite unique, regionally. With the exception of Singapore perhaps, which shares our heritage and colonial past, almost all of our neighbours differ substantially with regards to national language.
In Thailand, Indonesia and the Philippines for instance, competence in the national language can safely be assumed of anyone walking in the street. In most instances, it is a first language, or a very competent second language.
In Malaysia this is considerably less so. It is true that almost everyone has some basic grasp of BM, but presumably, the average level of competency in the national language is lower than that of our neighbouring countries…

Sarawak Report said the camp of the Prime Minister Najib Razak is in panic mode, frantically attempting to reverse the dwindling popularity of the leader of the Umno in the process.

In the response – published by local printed dailies as a victory statement – the Prime Minister in turn accused Dr Mahathir of panicking in response to his calling of a Royal Inquiry into the so-called Forex crisis over twenty years ago.
“This is widely viewed to be an attempt to deflect attention from Najib’s own present scandals around 1MDB, FELDA and Tabung Haji and to assert an equivalence between a scandalous foreign exchange trading debacle and the straight theft by the Prime Minister of billions of dollars, much of which ended up in his own bank accounts,” said Sarawak Report.
The portal said Najib’s retaliation has been accompanied by a flurry of supportive statements from key cheerleaders.
Minister, Salleh Said Keruak, immediately claimed that Mahathir was implying that judges were not to be trusted, threatening the veteran politician with jail for contempt. Deputy PM Zahid Hamidi has also come out to threaten Mahathir to ‘watch his mouth’.
Deputy Prime Minister Zahid Hamidi warned Mahathir to watch what he says about Najib Razak’s leadership, and advised the former PM to go and recite Islamic verses.

Cardiff crown court heard that Saddique – of Cyncoed, Cardiff – had metal and wooden sticks, which he used to poke the children as they studied.
Saddique, who taught at the Madina mosque in Cardiff for more than 30 years, was convicted of the offences following a trial. A jury found him guilty of 14 offences – six indecent assaults and eight sexual assaults – that took place between 1996 and 2006.
Judge Stephen Hopkins QC jailed Saddique for 13 years and ordered him to register as a sex offender indefinitely.
“All four complainants were very brave indeed in overcoming not only personal but cultural barriers which they faced in making formal complaints and giving evidence against you,” the judge said. “There is a darker, deviant side to you which this trial has exposed. This was a gross breach of trust – parents sending their young, female children to be taught the Qur’an by you.”
Saddique, who insisted the allegations were a conspiracy by other members of the mosque, had “no idea” of the harm caused by his actions, the judge said.
The court heard Saddique was born in Hong Kong and moved to Pakistan before coming to the UK in 1967, eventually settling in Cardiff. He was a member of the Madina mosque and was involved in running it, including as a treasurer and teaching Qur’an studies to primary school pupils.
Classes took place four times a week after school and pupils referred to the imam as “Uncle Saddique” as a mark of respect, the court heard.
“You would attempt to maintain discipline and concentration by tapping or slapping the child sitting next to you who didn’t read correctly,” the judge said. “Every time one of these small children made a mistake you would slap them until they got it right and slap them for every mistake they made.”
Police first launched an investigation in 2006 following complaints by two girls but Saddique denied any wrongdoing. The investigation was restarted in 2016 after two other girls came forward. Saddique would touch the girls under their traditional loose-fitting clothing during his lessons, and rub them against his groin and legs.

The workers in Kuala Lumpur, Selangor and Penang may not have come across a party candidate from PPBM. They may not even have heard of Syed Saddiq Syed Abdul Rahman, a top passionate debater, let alone myself.

A COMBINATION of prolonged economic sluggishness, rising cost of living and fracturing interfaith relations have led to low confidence in the government even with the expected rebound in the markets in the second half of this year, said analysts.
“Many in the elite and middle class have lost faith, although they may be silent,” said Lim Teck Ghee, director of the Centre for Policy Initiatives at UCSI University.
“The religious and racial divide is especially demoralising, and is worsening as a result of politicians and their proxies using the religious card,” said Lim, a former World Bank senior social scientist.
Stoking interfaith tension was the government allowing PAS president Abdul Hadi Awang to table a bill in May seeking harsher punishments for shariah offences.
Last month, the Home Ministry ordered a shutdown of a Christian revival gathering in Malacca, citing Muslim sensitivities.
“The cloud of negativity and uncertainty has actually worsened in the last year because of the continuing lack of confidence in the BN government and Prime Minister Najib Razak’s leadership, as well as the disorder within the opposition.
“There seem to be new political scandals, cases of massive corruption, mismanagement or abuses of power conveyed ever so often through social media, even if the print media ignores or underplays them,” he said.
The US Department of Justice (DoJ) filed its third suit last month, seeking to seize US$1.7 billion (RM7.3 billion) in assets believed to be bought with money stolen from 1Malaysia Development Berhad (1MDB). The suit brings the total value of allegedly misappropriated assets to US$4.5 billion.

DAP MP Teresa Kok won again in her long eight-year legal battle when the Federal Court today ruled in her favour and maintained a RM350,000 compensation over her wrongful arrest in 2008.
The Federal Court dismissed the government’s bid to appeal an earlier court ruling to award RM350,000 to Kok to compensate for her arrest and detention under the now-abolished Internal Security Act (ISA).
“The application is dismissed. The law is settled,” said Chief Judge of Sabah and Sarawak Tan Sri Richard Malanjum in delivering the three-man panel’s unanimous decision, awarding costs of RM10,000.
Today was the hearing of the federal government’s application for leave to appeal the Court of Appeal’s decision last July.
On July 26, the Court of Appeal reversed the High Court’s previous decision to dismiss Kok’s lawsuit, after finding that the authorities did not have sufficient grounds to arrest her.
The Court of Appeal had awarded RM350,000 to Kok after ruling that the government was liable for her wrongful arrest and seven-day detention in 2008 under the now-abolished Internal Security Act (ISA).

“SEPANG, July 11 — Datuk Seri Najib Razak today extolled his efforts towards the development of the Indian community here while taking a veiled swipe at Tun Dr Mahathir Mohamad.

“And he (Subramaniam) also stated that I have done more for Indians than previous PMs including one who is of Indian descent,” he said during his speech at the celebration of Tamil education in the country.
Najib stressed that education was the key to helping to improve the future of Indians in Malaysia and urged all parties to be more committed in developing this.
He explained that there was no better catalyst for a group’s betterment than knowledge and education.
“If someone is given the knowledge and educated properly, the person will be someone successful that will bring up his family, parents and even his extended family.
“That’s why as a community, I would like to encourage the Indians to give importance to education,” he said.
The Pekan MP also said Putrajaya’s Malaysian Indian Blueprint (MIB) launched this year will help unify the community and further include it in the country’s progress.”

How Najib lost hands down to Lee Hsien Leong
Though close neighbours geographically and culturally, Singapore and Malaysia are worlds apart when it comes to the public airing of political controversies – just ask their prime ministers
After losing to Indonesia on anti-corruption drive due mainly to the 1MDB saga, now Malaysia has lost to Singapore in the battle of faith and truthfulness when measuring the 1MDB scandal against the 28 Oxley Road Lee family saga.
While Singapore’s prime minister, Lee Hsien Loong, has won widespread praise for his handling of what many believe should have been kept a private family matter, Malaysia’s Prime Minister Najib Razak did not tackle the 1MDB issue in good faith, said the South China Morning Post.
Accused of abusing power, of persecuting them and of using the local media to muzzle their voices, PM Lee stood in Parliament and apologised for allowing the matter between him and his siblings to drag into the public arena.
He later said the Parliament has absolved him of the accusations made by his family members, but it is the sincere apology that really won the day for the Singaporean PM.
That is not the same with Najib, who has banished the 1MDB issue from being raised in Parliamentary questions while local printed newspapers – that are pro-government – gives a very different view of the scandal of the century.
Here is a recall of events that surrounded the 28 Oxley Road saga, compared to the 1MDB scandal:

The Lee siblings launched a tirade against the Singaporean Prime Minister. The latter responded quickly, denying their accusations and in turn made serious accusations against them.
This gripped Singaporeans who were either shocked or amused to see the Lee’s tearing themselves apart.
The bickering continued for days with both parties now dragging other members of the illustrious Lee Kuan Yew family into the doldrums of a nasty public spat never seen in the tiny republic state.
When it became clear the country was divide into two groups, one supporting the demolition of LKY’s house and the other backing the PM on his reticence to do so, the PM decided to push the war further.
He went to the Parliament to show his ruse, and he won the praises of the entire world – a world that was gripped to the drama on their mobile sets.
He came out the victor in this round.
The 1MDB story is really about a jailed former banker and a lone British journalist who together broke a story that shook the world and unraveled the biggest financial scandal of all time.
And the main persona in this scenario is the Malaysian Prime Minister Najib Razak.
It was 22 June 2015, that Xavier Justo, a 48-year-old retired Swiss banker, was arrested by the Thai police charged with an attempt to blackmail his former employer.
He was treated like a drug cartel boss, with armed special police force guarding him at a press conference that will become iconic since this is where the 1MDB saga became viral.
With the breaking story on the money trail – money siphoned from the 1MDB by corrupt officials – Najib became the main accused in Malaysia with part of the money traced to his account.
He used every ounce of his power to obstruct investigations into the scandal – a charge he denies.
In recent US lawsuits he is not mentioned by name, but is referred to as “Malaysian Official 1” and his wife is referred to as the Wife of MO1.
But the man at the centre of the intricate swindle depicted in the US lawsuits is an adviser to Najib and is known as baby faced Jho Low.
According to the DoJ – is accused by the US of masterminding the theft of $2bn from 1MDB, which was sent to bank accounts in Switzerland, Singapore and the Virgin Islands.
Pressed to admit that his responsibility for the scandal, Najib preferred to turn the situation in his favour using secrecy and other acts to bar a crucial report from being circulated.
He refused to apologise and is still pressing on walking about as if nothing has happened, thinking in his own mind that Malaysians will soon forget about the 1MDB issue, an issue which he said is one that is closed and forgone as far as he is concerned.
But this attitude has damaged his reputation – not only locally but also on the global stage – and it reflects on Malaysia’s currency that has gone volatile since then while the capital outflow and a weak local stock market are contrary to what Lee has achieved.
However, Najib is certain in his beliefs that he still has the support of the poorer Malaysians – which forms part of the ruling Umno party’s voter bank.
Entirely like Lee Kuan Yew kicked Mugathir around like an old deflated football.
Lee had always looked down on what was a Kerala niggah to him, endlessly tripping up Mugathir, patronising him, putting him down, … and spitting on him.
Those very superior attitude of Lee’s, of course, got the Kerala Kobra Koolie hopping mad, but tried as he did, Mugathir could never come near Lee’s ability to wipe his black face on shit.

“The acceptance of former prime minister Dr Mahathir Mohamad by the opposition camp has sparked an endless stream of controversies.
International financial publication, The Economist has even questioned whether Pakatan Harapan is unable to find another leader better than him.
This is a tragic development in Malaysia’s politics whereby an old generation political leader is back in the limelight and could very likely be a “transitional” prime minster.
This not only reflects the dilemma of the opposition pact but also Umno.
After GE13, senior politicians during the times of Mahathir and his successor Abdullah Ahmad Badawi were brought back to the forefront, including Azalina Othman Said and Annuar Musa.
The murky outlook of Malaysian politics has stemmed from the restrictions imposed by our political parties on the development and growth of leaders from the younger generation.
For instance, Umno has set quotas for divisional nomination for senior party positions. Only those commanding sufficient political resources can possibly get a place in the party leadership, and only the one with the support of most MPs will get to become the prime minister.
We recently saw in France a young man who had never been an elected rep nor taken part in any political election eventually become the country’s president.
Emmanuel Macron made history as the youngest president of France and he is only 39.
A largely unknown low-key politician merely three years back, Macron founded La République En Marche! in April 2016, and it took him only about a year to ascend to the top.
According to political analysts, he emulated the grassroots campaign of former US president Barack Obama in 2008, mobilising volunteers to knock at the doors of some 300,000 households in order to understand their needs.
He built himself a brand new image that promised hope for many a disenchanted Frenchman.
Back in Malaysia, we are still very much stuck in the quagmire of age-old politics. No new political discourse, and people are getting increasingly tired of politics.
Politicians on both sides of the great divide are busily attacking their rivals, and an issue as minor as the demolition of a restaurant can be exploited over and over again for so long.
Our political leaders hardly come up with any new ideas, such that they can even come forward with comments like “you help me, I help you” and remarks that are a sheer humiliation to our secularism.
It will be a disaster if Mahathir ever gets to become the PM again, as he is said to have offered to.
History will repeat
Pakatan Harapan has banked on Mahathir’s influence to win the support of rural Malay voters, but have the opposition parties ever questioned the policies of his Parti Pribumi Bersatu Malaysia (PPBM), or the party’s stand on the New Economic Policy and other racial issues?
If Pakatan fails to strike a common understanding and resolve the political differences among member parties, the history of PAS quitting the pact and causing a split in the opposition camp will very likely be repeated.
There are apparent differences between the ideologies of both DAP and PPBM, and for goodness sake, these must never be swept under the carpet.
The voters’ eroded confidence may be restored if the opposition pact would come forward with a common policy statement soonest, offering alternative solutions to address the country’s crisis.
Nevertheless, for the past four years we have only seen opposition parties arguing over a wide range of issues, or harping on the RM2.6 billion political donation and 1MDB scandals without offering any positive solution.
To be honest, people in cities and towns are well familiar with the 1MDB issue, and organising another rally in urban areas will not have any additional impact. In its stead, too many rallies will only trigger political lethargy among the people.
Perhaps Pakatan should think why more and more people have become disinterested in the election and would rather cast spoilt votes.
Our democratic politics will be in for a major disaster if political lethargy crushes the people’s faith in democracy.
Pakatan must make a bold move to allow young leaders to take charge. Anwar Ibrahim is still behind bars and Mahathir’s record is anything but desirable. Both are not suitable candidates to helm this country.
Severely divided and at a crossroads, the country is in need of young faces that are fresh, bold to change and who will start a fresh political revolution to create a new nation for us all.
If Pakatan is not even courageous enough to take the lead to change, how do we expect it to change this country?

“PETALING JAYA: Tun Dr Mahathir Mohamad’s (pic) conversion to the Opposition cause looks disturbingly incomplete, said The Economist who questioned if Pakatan Harapan could not find a better leader than the former premier.
The Economist said that while Dr Mahathir is now “hobnobbing” with his former enemies, the former prime minister of 22 years still finds it difficult to apologise for the excesses of his tenure.
“Many of his views remain wacky: in May he told the Financial Times that he still thinks the American or Israeli governments might have arranged the attacks of Sept 11th 2001.
“Can Malaysia’s Opposition really find no more palatable leader?” the weekly international magazine said in an opinion piece published on Thursday.
The Economist said that Dr Mahathir’s involvement with the Opposition was an unlikely turn of events as the original incarnation of the coalition was formed in the late 1990s to oppose his own interminable rule.
“It is possible that the thought of hoisting Dr Mahathir into the top job will at last force the coalition to thrust a younger leader to the fore,” it said.
Dr Mahathir, who is also Parti Pribumi Bersatu Malaysia (PPBM) chairman, recently said that he “may be forced to consider” becoming prime minister again if such a plan is proposed by his friends in the Opposition.
The Economist said that Dr Mahathir’s reappearance could, however, transform Pakatan’s chances by granting access to a broad swathe of rural constituencies thought to be unwinnable.
It added that if he was Pakatan’s chairman, Dr Mahathir could bring some order to the coalition’s noisy council meetings.
The Economist also said that by failing to nurture – or even to agree upon – the next generation of leaders, they have played straight into Umno’s hands.
“Voters are not sure whether to believe Pakatan when it says that, should it win, it will find some way to catapult Mr Anwar out of his chains and into the country’s top job.
“Nor are they much inspired by the notion of accepting a seat-warmer to run the country while this tricky manoeuvre takes place,” said The Economist.
Jailed PKR adviser Datuk Seri Anwar Ibrahim said recently that he would not offer himself as Pakatan’s candidate for the prime minister’s post, citing friction over the top post among the Opposition parties.
According to The Economist, Pakatan may end up making no decision at all on the prime minister’s job.
“Some in Pakatan seem happy to barrel into the next election without telling voters who will lead Malaysia should they win. That might seem like pragmatism, but it is really just defeatism,” it said.

Rejecting the government’s appeal, the Federal Court upheld the RM350,000 damages awarded to Seputeh MP Teresa Kok for her unlawful detention and arrest under the Internal Security Act in 2008.
On a separate court matter, TV3 editor Kamarudin Mape admitted in the High Court in Kuala Lumpur that reports by Reuters and the Filipino media did not cite PKR de facto leader Anwar Ibrahim as the mastermind behind the 2012 Lahad Datu incursion by militants, as claimed by TV3.

Puchong, 8 July 2017: We were talking about U-turns just the other day, wondering what else Dr Mahathir Mohamad, 92, would trade next just to save his own soul.
True enough, Malaysia’s Prime Minister for 22 years until 2003 (and who has said he wouldn’t mind being PM again if the Opposition wins the next general elections) has found a way to bend backwards even farther. This time he’s said that Anwar Ibrahim (whose name, by the way, is today synonymous with sodomy because of Mahathir) “is a victim of political vendetta”.

Mahathir convinced the British newspaper in a special interview in London that a new administration (with Mahathir himself as the temporary PM, which he didn’t say) would “seek a royal pardon to allow (Anwar) to re-enter politics”.
” In the case of Anwar we can make a case that he was unfairly treated. The decision of the court was obviously influenced by the government and I think the incoming government would be able to persuade the King to give a full pardon for Anwar,” Mahathir said. “In which case he would be able to participate in politics and become PM. I can have no objection to that.”
PM Najib Razak has responded to Mahathir’s remarkable U-turn. A clear sign that the Old Man’s panicky, he said.
“… this U-turn is not about the coming general election … Mahathir knows that the RCI findings could lead to criminal prosecution, so he cannot afford to have individuals highly relevant to the case such as Anwar testifying against him,” Najib said.

Najib added that it was “ironic that Mahathir now needs Anwar, the man he sacked and jailed”.
He added that Dr Mahathir’s endorsement of Anwar comes after 20 years of Mahathir “vilifying him and using every possible means at his disposal to eliminate Anwar from the political process, including arresting him under the now-repealed Internal Security Act, prosecuting and jailing him and a sustained campaign to attack his moral character
p.s. The U-turn on Anwar is remarkable, indeed, but we saw it coming even if the editors at The Guardian didn’t. What I find more remarkable than the Anwar U-turn is his U-turn on Lim Kit Siang. I know many, many people who still cannot get over it. We spent countless hours those days listening to the Old Man talking trash about the DAP leader. For Mahathir to unabashedly swallow his own words and sidle up to Kit Siang, it finally dawned upon us that here was someone who would do anything and sell anyone by whatever means to meet an end.
At the rate he”s going, I’m betting that before the general election Mahathir will say sorry to the nation for what he did to the Judiciary and seek the forgiveness of the likes of sacked Tun Salleh Abas, the Chief of Justice who was sacked and humiliated, and Datuk Syed Idid, the High Court judge who was threatened with imprisonment.
He would tell us that these fine Yang Ariffs were victims of some conspiracy that, of course, did not include him ….”.

No one likes to exaggerate about the Malay “tsunami”, or gelombang. If one says too much, and the wave never comes, such shrill declarations will destroy the credibility of the person.
It is like a scientist who claims that Tokyo is about to have a major earthquake. But after the Kanto Earthquake in 1923, none has come.
But the earthquake will, and does fact come. And usually it comes in small tremors and huge earthquakes elsewhere.
In 1995, Kobe was hit with a major one. In March 2011, the earthquake that occurred north of Japan, in the middle of the ocean, unleashed a tsunami that wiped out Sendai and Iwate.
When Bersatu president Muhyiddin Yassin argued that the ‘Malay tsunami’ will come, he has a point in five ways. One, he is referring to a nationwide “tsunami” from north to south.
