Revealed: The corporate cronies of DAP in Penang – Part 2

Tan Sri Tan Kok Ping successfully negotiated purchase of prime Penang Turf Club land and also funded the Pasukan Peronda Sukarela (PPS) in Penang

In Part 1 of our new series on the cronies of DAP in Penang, we wrote about how IJM Land Berhad learnt its “arithmetic” lesson on doing business with Chief Minister Lim Guan Eng in Penang. In this Part 2, we reveal here now another crony – Tan Sri Tan Kok Ping.

Tan Sri Tan Kok Ping is a man who moves in influential circles – he is a director in Vincent Tan’s companies and is often seen as the Vincent’s front man in Penang. Kok Ping was also once a member of Gerakan and he quit just after Gerakan lost its power to DAP in Penang. Tan is also the Penang Chinese Chamber of Commerce (PCCC) as well as the Chairman of the Han Chiang School Board.

pic3At the same time, Kok Ping is no stranger to controversy as he is also the head of the underground triad gang “Pheh” in Penang – the arch-rivals of the “04” gang led by another tycoon – Tan Sri Lim Gait Tong. Kok Ping was also linked to some questionable incidents notably the one in 2002 when he was the executive chairman of Magnum Corp Berhad where he was quizzed and interrogated for three hours by the police in Bukit Aman in connection with a forged letter which he allegedly used to attain his position in the company. His statements were recorded by Team B head Superintendent A. Thaiveegan of the Federal Police Commercial Crimes Department. When the New Straits Times reported the story, he sued the newspapers for libel and defamation but he lost the suit when he failed to prove his case against the NST. The case at the High Court was decided by Ghazali Gha J. in (2010) 3 CLJ 614

But his relationship with Guan Eng yielded great rewards because the biggest deal that he has successfully got from Lim Guan Eng is facilitating the purchase of 57.3 acres of the Penang Turf Club land at the price of RM459 million by Berjaya Land when the land itself is valued at over RM1.5 billion. This was the same site where the doomed Penang Global City Centre project attempted by Patrick Lim during the Abdullah Badawi administration but failed miserably thereafter when BN lost Penang and Abdullah Badawi lost his position as Prime Minister.

pic4Kok Ping is a smooth operator and he moved very fast to woo and court Guan Eng who quickly took him into confidence seeing he is a leader of the chinese community in Penang. They are very close and Kok Ping speaks to Guan Eng very often over the phone and can ecven see the Chief Minister any time without an appointment. He also dispenses political advice and campaign strategy to Guan Eng from time to time. Kok Ping even attempted to take over the Penang Port but was bested by Tan Sri Syed Mokhtar Albukhary. The Penang Chamber of Commerce where Tan Kok Ping is the President also made a RM2 million donation to SMJK (C) Heng Ee, the same school that is attended by Guan Eng’s son and where at one time, he was alleged to run into some disciplinary problems in the school.

Some time in 2011, an Indian Muslim who was very angry with Guan Eng actually challenged Guan Eng to a fight in KOMTAR and also an incident in Teluk Dumbar where the Chief Minister was almost assaulted by angry Malays. When Kok Ping found out about it through his conversation with Guan Eng, he was very angry and immediately proposed that a special private protection squad be set up to protect Guan Eng. Kok Ping offered to kick off the initial funding for it with a RM1 million donation. Thus the Pasukan Peronda Sukarela (PPS) was born and Guan Eng launched it on September 17, 2011. Of course, the PPS is designed officially as a volunteer unit to fight crime as it goes around on its patrol in their official vests on motorbikes and armed with walkie talkies but its hidden agenda is to provide security for Guan Eng around Penang. The voluntary patrol squad members are also responsible to look after the security of all state exco members. They are equipped with walkie-talkie and answerable to state exco member Phee Boon Poh. The police are only informed of the PPS formation and not allowed to supervise their activities.

No one knows what are the exact roles and functions of these PPS members except to primarily protect the Chief Minister, his wife, children and his exco members from being harassed by disgruntled and angry public over unfair treatment and discriminated policies by Guan Eng and his stooges on them (mostly Malay traders).

As at 7 th June 2012, there is a total of 134 teams set up with 3121 members of the PPS and by the end of November 2012, the number of PPS members has risen to 5,300.

The Penang State Government also allocated a sum of RM 1 million for the second half of 2012 and increased the number of walkie talkie sets from 1,000 units to 2,000 units.

But what happened is that the DAP’s Pasukan Peronda Sukarela (PPS) were becoming like thugs around Penang and recently a Chinese journalist from the Guang Ming Daily newspaper was beaten up by some members of Lim Guan Eng’s PPS led by Khoo Eng Chong, the Perak Lane PPS Squad Leader. This has caused some negative backlash to the party as more and more members of the public feel that the PPS members are behaving with arrogance even though they do not have any lawful powers. This is certainly one area which Guan Eng should seriously look into and review before it gets out of hand.

          As long as BN is footing the bill and not using taxpayers’ money, it’s alright. But then again, there seems to be no difference between the government’s public funds and BN’s funds.

          Splurging the rakyat’s money goes on unabated until the elections. After that, our country’s deficit will exceed RM600 billion and if BN is kicked out, it will be Pakatan’s baby.

          If BN wins, all the monies doled out will be taken back two or three folds through increased taxes and rates. God help this country if BN rules for another five years after that.

      Unit Amal really hates concerts and people ‘indecently dressed’. But they’ll go all out to protect a brother who got ‘tangkap basah’ even though in Islam, both parties are at fault. On TV3 years ago there was a PAS member who was caught red handed in an extra-marital affair, and the unit amal formed a human sheild around them so his face wont be recorded. The Unit Amal driver then sped them away in a special 100% tinted windowed car.

        I remembered attending the Avril Lavigne concert, I think it was in 2010 (not last February’s) where there was about 30-40 PAS members protesting outside the stadium. They were accompanied by about 20 or so of the red shirts with berets looking menacingly at those who so even throw a glance at them. The thing is, everyone just ignored them despite their attempts to “educate” the masses on the evil that is Avril Lavigne…

          TRR, I even attended her concert last year. Anyway, I enjoy a wide range of music & try to attend concerts whenever I can in KL. Btw, if PAS members were at Simple Plan’s concert January 2012 they’d want to burn the place down. Guiness Stout was sold in the venue in plastic cups while the group’s guitarist did some lewd act with his water bottle & there were lots of cuss words interspersed in their iinteraction with the crowd.

    This is just as good as the secret service that protects the US president and vice presidents.
    Kok Peng is a businessman and the way to business is to be in the favor of those who can dispense favor back in return. There is essentially nothing wrong with it.
    Just do not preach — When it is done by BN it is all wrong. When done by F^%$tan it is always right. In actually fact biDAP, PASar and Butt man party knows how to hide the back scratching better than most. And even when exposed, they will worm their way out and when shove comes to push – blame UMNO or MCA – or the previous establishment.

        In their haste to win Christian votes, DAP has alienated the peace loving Buddhist Chinese and some tolerant Malaysian too. These evangelist Christians in DAP are in-fact courting animosity & bloodshed amongst us Malaysian.

        The Butt Man’s party might sink into oblivion after GE13, same like S46. The self-elected penasihat might turn nuts, jump to his death in Putrajaya, then his family will cry wolf, blaming UMNO for his demise. Worst still, he might be spending, what’s left of his miserable life in Tanjung Rambutan. Either way, UMNO is to blame.

          We only need to look back at Germany during WW2 to see what happened after the church (Catholic, sadly) supported Hitler initially during the passing of the Enabling Act under the promise that Hitler will protect the interests of the church.

          Once the Act was passed & Hitler took control of the Reichstag, he promptly forgot his promises which he claimed was being drawn up just as they were about to vote but no one laid eyes to it. And thus, it was the start of modern history’s worst tyranny.

          Now, does the part about promises made then conveniently forgotten or dismissed as “not an agreement” sounds familiar?

Interestingly, the first target of the Brown Shirt before the passing of the Enabling Act were the newspapers that were critical of Hitler. The offices were raided, the printing presses smashed, the staff assaulted & brought for interrogation where a lot were never seen alive again.

    Will this be the future of Malaysia? Never say never if PR comes into power. They practice politics of hatred, divisiveness & revenge.

    these people, the property developers, all those big business Chinese, they are all the descendants of coolies, who after they had paid off their colonial masters, got into business, well actually, they got into criminal activities i.e opium, smuggling etc. after making enough money from those illegal businesses, after world war 2, they got into the construction business. from there on they moved into property development, hotels and those related to real estate. that’s how they got rich. in other words, their forefathers, the coolies who freed themselves from the colonials, got their start in rackets and then made the transition into legit business. remember this people. next time you meet these people, remember, there’s nothing “clean” about them and their money. but of course not all Chinese are like that. just those that are into big business, like these property developers.

      Note that a number were helped by Menteri Larut Ngah Ibrahim to engage in mining in Perak in the latter half of the 19th Century. Read the book on the History of Perak by Prof M.A Fawzi Basri, published by Yayasan Perak.

      Ngah Ibrahim administered the large district called Larut on behalf of the Sultan of Perak. He had many tin mines of the rudimentary form – meaning “dulang washing”. He brought in Chinese from Penang – some were known to have knowledge of modern tin mining methods (later they brought diesel engines, used to flush mud into pools, pushed up to “palongs” where the slush washes down, the tin ore caught in suitably placed compartments).

      Wanting more mines be opened up so that he could impose tax to build roads and open up his district, Ngah Ibrahim even lent money as capital to some Chinese, gave them tin mining land leases, in what was in fact the first evidence of the so-called “tongkat” given to the Chinese.

      But the Ghee Hin and Hai San clans brought secret societies, thugs and gangsters. They competed in mine ownership, were embroiled in fights and killings, breaking into the historically recorded Larut Wars I,II,III & IV, the 250 Malay rudimentary tin mines eventually disappeared.

      Yet the secret societies, thugs and gangsters remain to this day. Used even by the millionaires. Been written about in this blog post and comments. What the ….

    There are several “Datuks” being charged in courts for their involvement in crimes ranges from prostitution to loan sharking. It goes to shows that these “Datuks” are no better than regular crooks and gangsters.

    Guan Eng aaaaa….. where’s the transparency here?? Have you declared the relationship with the private company and also this tan sri officially in state exco meeting or to SPRM? ada recorded in exco minutes of meeting ka? if not declared, cronyism laaa!

    About this unit amal or pasukan sukarela, call them whatever, Unit Amal ke, Pasukan Sukarela ke, the true fact remains that these groups are formed to provide protection…to who? for what purpose? are the correct questions to ask and the answers given will determine how “amal” or “sukarela” these groups are.

    For example, if such a group is formed to protect Ah Long illegal activities or sindiket curi/jual pasir without permit….then the group is acting against the law.

    If a group is formed to patrol the neighbourhood to prevent house breaking or theft, then they are acting within the law.

    If there is a demonstration without permit, and a group is formed to protect the rioters, they are no different that the rioters for protecting the lawbreakers. If a group is formed to protect a vip.. its ok so long as they protect the taiko according to the law.

    The problem is when the individuals in these group start to act or exercise powers like any other statutory enforcement bodies. Easiest example we see is the use of blue colored strobe or emergency beacon. The law only provides the Police, JPJ, Bomba and Ambulance to use blue strobes. Now ada Camry, Harrier, Lexus, 4×4 pickups and Perdana (siap modified!!) using blue strobes.!! Gila kuasa betol!

    Second example if and when they become much more “garang” than the police!…Dah terbalik kot!…police now become much more professional but these”volunteers” becomes much more garang!!.

    Why not govt make it compulsory for such kinf of unit or “force” to register the members for training with Rela ke…(even better, PLKN!), kan bagus?!

    (ref the photo : Purple colored vest??!! hahahaha! what a joke! Reminds me of Joker’s purple suit in Batman movie! hahahahaaa!)

    It would be interesting to see Najib in Penang during CNY wooing the Chinese right under the nose of LGE. BN Penang will make sure all their members / public people be present there to watch PSY. I got this funny feeling Najib will do the horse dance together with the Penang people. Brillant stroke by BN. LGE dare not try to cancel PSY concert but at the same time have to celebrate together.

    Let’s see if the Color Purple have the guts to appear there in the presence of Special Branch who are protecting Najib. Afterall these Color Purple are thugs and many have records.

    Commercially Penang will be like what Hongkong is to Mainland China. It will be a boon to Malaysia and all Malaysians will benefit from the revenues brought in by Penang.

Drive away true blue Penangites whose income are insufficient to cope with rising costs of living & real estate prices? Clog an already clogged island with more motor vehicles? Reclaim more land to the detriment of small time coastal fishermen? Set up solar panel plants that will produce more toxic byproducts than a rare earth processing plant? Now an 8 billion highway system + tBunyan whose potential environmental impact is already causing shudders to even the staunchest of LGE’s supporters?

      Let me share how my cousin who was attached to an MNC in Penang bought an apartment in Tanjung Bungah for 165k in 2005. Last year she was offered a refinancing package by her bankers as the value has gone up to 350k in 6 years. How can spiralling prices of properties where demand far outstrips supply be good for the Penangites?

    5,300 member times say RM3,o00 gaji per head, the expense would be like RM16 million per month or RM190 million per year. And that’s not counting in allowances,mileage, medical cost, overtime etc, if any. Also not counting in vehicles requirement if any like motorbikes, cars, jeeps etc

    Is RM1 million allocation enough?

    In any way, is tax money involved?

      Are you implying that fellows like DAP should not be having militant-like corps of bodyguards what have you? If so, I agree.

      I also fear it might lead to chaos and one day Emergency is declared to bring back the situation under control. If and when that happens, woe betide democracy and freedom of expression, of movement, etc.

      I hope that doesn’t happen. So, let’s whack the DAP for whatever they created and the Pakatan fellows who tend to want to destabilize the duly elected government of the day by demo here and rally there. Whack them in the hope they won’t continue trying to create chaos in the country.

    Singapore has a standing reservists army of 900,000. According to my estimate, if each Malaysian State has a division of 25,000 men and women and increased the forces to 3 divisions for each State, we have 975,000 under arms which matches Singapore’s. On the ammo alone for practice, this figure will run into millions and millions. This is a new business born out of the ingenuity of Humankind !

    Indians till to-date have failed to read that BN is cunning in practising gimmicks in order to obtain votes.

    Therefore those Indians who think that BN will always help out with hampers had better think again as this type of assistance is extremely short-term.

    Indians must start to think in a progressive and forward-looking manner. The recent incident in Selangor last month when Indians were seen crowding round the BN lorry waiting to receive bags of rice truly resembles a scene from a Third World nation.

    It is the ultimate insult and Indians must therefore reject BN in order to salvage any pride!!!

      Remember the Hindraf debacle when they thought PR was fighting for their cause? What happen now? Ignored. In DAP, no representation. In PKR, a lot of them quit such as Nallakaruppan etc. In PAS? Hahaha PAS hates indians.

      Indians have been consistently taken care for by BN, since 50++ years ago.
